You know me, I don't beat around the bush. If you have a PacificSource plan through Your Health Idaho, it will not be there for 2027, and you need to pick a new plan this fall. The good news: you have time, you have choices, and you do not have to sort it out alone.
What Is Happening With PacificSource in Idaho?
On July 21, 2026, PacificSource posted a coverage update saying it is exiting the individual market across all states, while it "will continue serving members in Idaho and Oregon" in its other lines. The Idaho Department of Insurance confirms the Idaho side: its 2027 individual rate review lists seven carriers, and PacificSource Health Plans is not one of them. On the 2026 list it was.
PacificSource says it will honor existing contracts, so your current plan keeps working for the rest of its coverage period. Keep seeing your doctors and filling prescriptions as usual. What ends is the renewal: there is no PacificSource marketplace plan to roll into for January 1, 2027.
Who Is Affected, and Who Is Not?

| Small group (employer) plans | Still on the 2027 small group carrier list |
| PacificSource Medicare Advantage | 2 plans for 2027 in 8 Idaho counties |

On the Medicare side, the CMS CY2027 Landscape file lists PacificSource Medicare River Select Rx (HMO-POS) and PacificSource Medicare Idaho Basic (HMO-POS) in Ada, Canyon, Elmore, Gooding, Jerome, Payette, Twin Falls and Valley counties. If you are on one of those, this news is not about you, although your plan's yearly changes still deserve a look during the Medicare Annual Enrollment Period, October 15 to December 7.
The people who need to act are Idahoans under 65 who bought a PacificSource plan through Your Health Idaho: self-employed folks, early retirees, families without job-based coverage, and anyone waiting for Medicare.
What to Do Before December 15
- Watch your mail. PacificSource and Your Health Idaho send notices about plans that are ending. Keep them; they list your current plan and dates.
- Update your 2027 income estimate. Your premium tax credit for 2027 is based on what you expect to earn in 2027. A wrong number can mean a smaller credit now or a payback at tax time.
- Make your list. Write down every doctor, clinic and hospital you want to keep, plus every prescription with the dose. This is what decides which 2027 plan fits, far more than the logo on the card.
- Compare, then choose by December 15. A plan picked during open enrollment, October 15 to December 15, 2026, starts January 1, 2027. Do not count on an automatic move into a plan you would have chosen yourself; your notice explains what happens if you do nothing, and the safest path is to pick on purpose.
- Pay your first 2027 premium. A new plan with a new carrier is not active until the first payment is made, so watch for that first bill.
What Else Changed for 2027?
PacificSource is not the only change. The Idaho Department of Insurance reports a 12% average statewide increase in final 2027 individual rates before tax credits, and every carrier moved by a different amount. That is why "just pick the closest thing to what I had" can cost you. A plan that looks similar can sit on a different network or a different drug list.
| Carrier | Average final 2027 rate change |
|---|---|
| Blue Cross of Idaho Health Service | 11% |
| Moda Health Plan, Inc. | 23% |
| Molina Healthcare | 13% |
| Mountain Health CO-OP | 19% |
| Regence BlueShield of Idaho | 9% |
| SelectHealth | 9% |
| St. Luke's Health Plan, Inc. | 14% |
| Statewide average | 12% |

Is PacificSource leaving Your Health Idaho for 2027?
Yes. PacificSource Health Plans is not on the Idaho Department of Insurance list of carriers offering 2027 individual ACA plans, and PacificSource announced on July 21, 2026 that it is exiting the individual market across all states. If you have a PacificSource plan through Your Health Idaho, you need a different plan for January 1, 2027.
When do I have to pick a new plan?
Open enrollment for 2027 Your Health Idaho coverage runs October 15 to December 15, 2026, and plans chosen in that window start January 1, 2027. Your PacificSource plan stays in force through the end of its current coverage period, so keep using it for the rest of 2026.
Is PacificSource Medicare going away too?
No. The CMS 2027 Landscape file still lists two PacificSource Medicare Advantage plans in Idaho for 2027, River Select Rx (HMO-POS) and Idaho Basic (HMO-POS), in Ada, Canyon, Elmore, Gooding, Jerome, Payette, Twin Falls and Valley counties. The marketplace exit is about under-65 individual and family plans.
What about employer coverage through PacificSource?
PacificSource Health Plans is still on the Idaho Department of Insurance list of small group carriers for 2027, and its notice says it will continue serving members in Idaho. If your coverage comes through an employer, ask your employer what it is renewing for 2027.
Which carriers are on Your Health Idaho for 2027?
The Idaho Department of Insurance lists seven: Blue Cross of Idaho, Moda Health, Molina Healthcare, Mountain Health CO-OP, Regence BlueShield of Idaho, SelectHealth and St. Luke's Health Plan. Which of them sell in your county, and which networks include your doctors, is what we check for you.
Will it cost me anything to have Personal Touch help me switch?
No. Our help is free to you, and your premium is the same whether you enroll with us or on your own. We compare the 2027 plans with you and enroll you on Your Health Idaho over Zoom or the phone. Call or text 208-350-9933.
